Advisory Committee Resolution No. 1-6-04b, Pursuant to Suffolk County Code Section 380-5(E), Concerning a Special Use Exemption Request by the Suffolk County Farm and Education for the Use of Pesticides in their Environmental Sciences WHEREAS, the Suffolk County Farm and Education Center (the Farm) Environmental Sciences Program, located on the Suffolk County Farm, Yaphank, will begin to use their greenhouse for a program with Independent Group Home Living (IGHL) in the summer of 2004; and WHEREAS, greenhouses are an optimal environment for diseases and insect populations, which are often brought in on purchased plants; and WHEREAS, the Farm will control pests through cultural practices and the use of beneficial insects, however, these practices alone are not always effective; and WHEREAS, the Farm is committed to incorporating the use of beneficial insects in their pest control procedures; and WHEREAS, pest infestations can rapidly spread and lead to a loss of a crop resulting in detrimental therapeutic effects; and WHEREAS, though the Farm does not expect to need to use pesticides, they need the ability to use them on an emergency basis; and WHEREAS, the Farm has submitted an application for a special use exemption for the use of pesticides on an emergency basis in their greenhouses, attached hereto as Exhibit "A" and incorporated by reference; and WHEREAS,
at a meeting on January 6, 2004, the Community Advisory Committee (CAC) reviewed
the above mentioned request for a Special Use Exemption; and WHEREAS, by separate resolution, dated January 6, 2004, under the State Environmental Quality Review Act ("SEQRA"), N.Y. Envtl. Conserv. Law Art. 8, the CAC has determined that this action is a Type II action, pursuant to Volume 6 of New York Code of Rules and Regulations ("NYCRR") §§617.5(c)(20) and (27), in that the resolution pertains to routine or continuing agency administration and management, not including new programs or major reordering of priorities that may affect the environment; now Be it therefore RESOLVED, that a one year Special Use Exemption, pursuant to Suffolk County Code Section 380-5(E), be granted to the Suffolk County Farm and Education Center, Environmental Sciences Program for the use of the following pesticides in their greenhouse:
RESOLVED, that the use of these pesticides will occur on an as needed basis when an infestation has occurred and the use of beneficial insects has been ineffective; and, be it further RESOLVED, that the Farm will use cultural practices and beneficial insects in their pest control efforts and in their therapeutic curriculum; and, be it further RESOLVED, that following the one year time period, a renewal request may be submitted; and, be it further RESOLVED, that this Resolution shall take effect on January 6, 2004.
