Agriculture
and Natural Resources Endowment Fund
Purpose
The purpose
of the Agriculture and Natural Resources (A&NR) Endowment
Fund is to provide funds for educational activities which enhance
the objectives of the agricultural and natural resources program,
both youth and adult, of Cornell Cooperative Extension (CCE) of
Steuben County. Educational activities include, but are not limited
to, educational meetings, tours, school and other public presentations,
newsletters, volunteer training, and demonstration projects.
Programs covered
by the A &NR Endowment Fund shall include all the major agricultural
enterprises important in Steuben County, alternative A&NR
enterprises, A&NR related water quality protection and land
use planning issues, A&NR tourism development, forestry and
wildlife management, outdoor education, and applied ecology. The
intent of this endowment is to foster the economic growth of local
A&NR industries, encourage wise land use planning, and protect
the natural resources of Steuben County for the benefit and enjoyment
of current and future generations.
Primary uses
for the fund include, but are not limited to:
- 10 percent for CCE of
Steuben County association overhead (administration, support
staff, equipment, etc.)
- 45 percent for adult
educational programming in A&NR (staff, equipment, supplies,
analytical support, travel for staff/volunteer/client education,
demonstration projects, etc.)
- 45 percent for youth
education programming in A&NR (staff, equipment, supplies,
educational trips, volunteer training, resources for volunteers
such as teaching kits and other training aids, etc.)
Responsibility
for Program
The responsibility
for educational program, development to fulfill the endowment's
purpose will rest with the CCE of Steuben County Agriculture and
Natural Resources Program Committee and the 4-H Youth Development
Program Committee. Each committee will be responsible for establishing
program priorities for their share of the funding. The respective
committees will provide guidance to professional staff in conduct
of the program, and evaluate program accomplishments and recommend
future program directions.
Program impact
will be shared with the Agriculture and Natural Resources Program
Committee, the 4-H Youth Development Committee, and the Board
of Directors at least once per year. The CCE of Steuben County
annual report will be used to document program accomplishments.
Responsibility
for Financial Management
Investment
and monitoring of the fund will be the responsibility of the CCE
of Steuben County Finance Committee. The investment objective
of the fund shall be to preserve capital and to maintain the purchasing
power of the funds by growth greater than the rate of inflation.
This will be accomplished by investing in a combination of stocks,
bonds, and cash, presumably through mutual funds or similar investment
vehicles. Again the intent is to preserve principal, so spending
shall not exceed the annual income projected for the fund. The
Finance Committee will report to the Board of Directors annually
on endowment fund receipts, expenditures, and the fund balance.
